William Paterson University invites application for the full-time
position of Regional Director, New Jersey Small Business
Development Center (NJSBDC). In accordance with the U.S. Small
Business Administration (SBA) goals and objectives, New Jersey
State and other funding mandates, the Regional Director works under
the direction of NJSBDC State Director and the Dean of the Cotsakos
College of Business to serve the strategic planning, internal
fiscal administration, reporting and overall management of the
Small Business Development Center (SBDC) at William Paterson
University (WP). In addition, the Regional Director is responsible
for overall small business development in assigned jurisdiction,
which includes client services development, database management,
monitoring and reporting; overseeing client services program
delivery in the form of one-on-one counseling, training, marketing,
and outreach. The Regional Director is responsible for fundraising
to meet the Center's funding goals, organizing and supervising
Center staff and activities, including satellite locations, as well
as developing strong external stakeholder communication and
relationships as needed. Small Business Development Center
consultants selected by the Regional Director within the NJSBDC
network program will work externally to provide off-site counseling
and training as the NJSBDC program requires. The Regional Director
is responsible for Center collaboration on host institution
projects including, but not limited to, undergraduate/small
business and entrepreneurship initiatives, collaborative project
development, Cotsakos College of Business (CCOB) strategic
initiatives, course and curriculum development, accessing
appropriate faculty at WPU to serve as consultants (as appropriate)
as well as identifying students who can work with the SBDC program
as interns. Additionally, the Regional Director works to advance
the comprehensive vision, mission, and strategic objectives of WP,
and is expected to work harmoniously with students, faculty and
staff, of the Cotsakos College of Business. The Regional Director
will follow WP and CCOB policies, procedures and guidelines as
related to this position. The position is based within the Small
Business Development Center in Paterson, New Jersey which is a few
miles away from the WP main and Valley Road campuses. This position
requires the ability to travel to client and SBDC sites and events.
A flexible schedule including evening, weekend and extended hours
is also required. This position is grant funded and contingent upon

Duties:
Duties and responsibilities include, but are not limited to:
Leadership
- Provide leadership to the regional SBDC team.
- Select, train, and manage high quality professional and
administrative staff to carry out the work programs of the Regional
Center for in person and virtual offerings.
- Establish and monitor performance goals for each of the
regional center team members.
- Liaise with the State Office and other Regional Directors,
collaborate on state network initiatives, and serve on state
leadership teams for local, state and/or federal business
assistance programs, as needed.
- Network with the statewide SBDC team to determine opportunities
for continuous improvement and peer-to-peer learning to include
collaborating on shared offerings.
- Develop and implement a regional strategic plan aligned with
the Statewide SBDC strategic plan, the Host strategic plan and
regional small business needs.
- Work with leaders of the College and the Center for Socially
Responsible Entrepreneurship and Innovation to advance the
university's vision of being a champion for economic and community
development.
- Collaborate with the WPU to advance the development of a higher
education and workforce development strategy for the City of
Paterson and Passaic County.
- Participate actively in appropriate WPU, business and
community-based organizations to establish partnerships that will
enhance the planning and development of services and programs as
well as collaboration with host institution projects including but
not limited to undergraduate/small businesses and entrepreneurship
initiatives, collaborative project development, implementation as
well as facilitating/teaching/instruction on special collaborative
projects and initiatives with the Host institution, as needed, and
in alignment with overall NJSBDC program mission and vision as well
as NJSBDC agreement/subcontract grant rules governing the
program.
- Represent the SBDC program and the Host institution at business
and community functions and activities.
- Attend the national ASBDC conference for professional
development (PD) yearly (or based on State Directors
recommendations). A minimum of 40 hours per year tracked of PD is
required. Finance and Compliance
- Ensure the financial health of the region by managing the
program budget, developed and monitored in cooperation with Host
and state lead center.
- Ensure expenditures are within approved parameters and
consistent with restriction, conditions and guidelines.
- Develop a broad base of substantial external funding support
and effectively manage the resultant fiscal resources. Funding
sources include Federal and State grants, contracts, sponsorships
and earned income. Fundraise yearly a minimum of $50K to advance
programming.
- Ensure staff compliance with supplied client management system
and applicable laws, regulations, policies and procedures.
- Ensure confidentiality standards are met.
- Attend in person monthly state staff meeting with all Regional
Directors and the State Office. Client Service
- Develop and implement region-wide strategic business assistance
programs providing: (a) quality business assistance services; (b) a
diverse mix of small business-related courses, seminars,
conferences and other training events; (c) research support
services for entrepreneurs and small business clients; (d) advocacy
on behalf of the small business sector in the region.
- Provide one-on-one consulting services, training and research
to current and prospective small business owners with regard to
business management practices, to include assistance and plans of
action for business development and for meeting required regional
and statewide milestones. Meetings are in-person with option of
occasional virtual opportunities.
- Monitor trends in entrepreneurship and small business, locally,
nationally, and internationally, to ensure that programs remain
innovative and current. Pilot regionally innovative programs.
- Evaluate SBDC programs and recommend new programs and/or
changes as necessary, with input from NJSBDC leadership and WPU's
Cotsakos College of Business leadership.
- Assist the College with adjunct teaching and curriculum
development.
- Perform related duties as assigned by the Host Institution.
Qualifications:
Required Qualifications :
- Master's degree from an accredited college or university
program in Business Administration, Public Administration, or a
related field.
- Five (5) or more years of full-time experience as a business
owner or a manager in a small business. Experience in an Small
Business Development Center (SBDC) or economic development
organization can be substituted for up to three (3) years of direct
business experience.
- Five (5) or more years of experience in small business
counseling, consulting, management and training/instruction.
- Demonstrated ability to build strategic coalitions and
collaborate effectively with economic development agencies, small
business service providers, chambers of commerce, education,
business and industry, labor and government.
- Demonstrated ability to implement continuous quality
improvement initiatives in a customer focused environment.
- High level proficiency in MS Office suite software/
applications.
- Demonstrated experience in personnel selection, development and
management.
Additional, Preferred Qualifications:
- Experience finding grant funding opportunities and writing
polished proposals to earn grant money to advance organizational
mission.
- Experience working with, and/or managing programs of the U.S.
Small Business Administration, U.S. Department of Commerce, or
other State or local business assistance programs.
- Experience in social media applications; online communication
software and a client database system. Personal Attributes and
