Location: West Point, NY

We are actively seeking a Research Project Manager to support projects within the Department of Defense - United States Military Academy's (USMA) Army Cyber Institute.

This position will be fully onsite at the United States Military Academy in West Point, NY.

Work Description:

The Army Cyber Institute (ACI), at the United States Military Academy (USMA) at West Point, conducts high-quality research on the Army's most critical cyber-related challenges. The ACI strives to promote the exchange of information across Army, military, academic, industry, and government cyber communities. These efforts enable the planning for future threats and possibilities, as well collaborative efforts through developed partnerships.

As Research Project Manager, the successful candidate will be responsible for managing efficient and effective coordination of research project portfolios. This will include leading the planning, scoping, development, and direction of major research efforts. The position requires the candidate to negotiate sponsor and customer requirements and participation into a comprehensive management plan, that is fully coordinated with all contributing agencies and organizations, including various functional elements within the organization.

The Research Project Manager will establish responsibilities and set expectations; control and manage the assigned project's budget and schedule, assure that organizational commitments to the sponsor and customer are met; as well as serve as the organization's primary point of contact for each project. They will review project progress, measure performance, and take the necessary corrective actions to maintain the balance of scope, schedule, and resources for each project. They will also reconcile sponsor and customer concerns and manage the constant change that occurs in any project.

Responsibilities:

  • Manage project portfolio for the U.S. Army's Cyber Institute research projects, as assigned.
  • Perform work to ensure inputs to project awardees are provided in a timely manner with quality results.
  • Develop reports, presentations, memorandums, and other administrative products as needed to support project execution and project oversight.
  • Oral reports as required by supervisor
  • Written activity reports summarizing the work performed and results obtained shall be submitted to the COR when requested
  • An annual report summarizing the work performed - the results obtained shall be submitted to the COR within 30 days after the end of each 12-month period.

    Minimum Requirements:
    • U.S. Citizenship (required for security clearance)
    • Ability to successfully complete a background check and obtain a security clearance
    • Bachelor's Degree in Management, Systems Engineering, Engineering, or related field; or equivalent practical work experience
    • 0-5 years of professional experience
    • Comprehensive knowledge of the full range of principles, concepts, and methodology associated with life cycle management of engineering projects
    • Skill in maintaining effective working relationships with both internal and external customers to serve as a point-of-contact for assigned projects
    • Skill in written and verbal communications to explain/defend status of project, make presentations in public forums, etc.
    • Knowledge of tracking systems used to input and retrieve pertinent project information, such as budgets, task progress, burn rate, etc.

      Salary and Benefits:

      The salary range for this position will be $70,000-$90,000, commensurate with experience.
