Dedicated Supervisory Team (DST)/Monitoring and Analysis Program (MAP) Team Lead -Supervision Group- Federal Reserve Bank of New York Federal Reserve Bank of New York NY-New York City Full-time Regular Exempt Experienced Yes, 15 % of the Time Day Job Organizational Background The Supervision Group at the Federal Reserve Bank of New York supervises and regulates financial institutions in the Second District. The Group's mission is to ensure a safe, sound, and accessible financial system. Supervision is responsible for monitoring and assessing the safety and soundness of domestic banking institutions, operations of foreign banking organizations, and systemically important banks and nonbanks including financial market utilities in the District. These efforts are achieved through periodic onsite evaluations and offsite analysis and surveillance. The Group also analyzes issues and developments to identify emerging supervisory risks and develop domestic and international supervisory policy. Within the Supervision Group, the Large Institution Supervision Coordinating Committee (LISCC) function is responsible for the development and execution of an effective continuous risk-focused supervisory program for the most complex financial institutions in the Second Federal Reserve District, which includes US Bank Holding and Intermediate Holding Companies that are currently subject to the Federal Reserve Systems' oversight. This includes an understanding of and assessment of the firm's risk profile, governance structure, and strategy with the expressed goal of identifying institutional-specific and horizontal/systemic areas of concern. Its primary objective is to maintain safe and competitive U.S. and global banking systems. LISCC firms are global US and non US financial services providers engaged in all or several of the following: 1) investment banking including sales and trading; 2) commercial banking; 3) retail banking; 4)transaction banking (i.e., wholesale payments, custody, securities lending and securities servicing), and 5) private wealth and asset management. Job Description: The DST MAP Lead oversees MAP-related efforts undertaken by the DST, which include identifying changes in firm risk taking and industry trends, with a focus on new, changing, misunderstood and underappreciated risks that need to be incorporated in future supervisory work. The DST MAP Lead, is a member of the DST leadership and is responsible for: a) ensuring supervisory activities are responsive to changes at the firm and the risk environment, b) developing an appropriate firm-specific monitoring plan that includes regular meetings (Baseline Monitoring), ad hoc meetings in response to new information (Tactical Monitoring / Event Response), and focused work on important areas (In-depth reviews), c) collaborating with DST members to ensure plans are implemented with appropriate meeting preparation and agenda setting, discussion of key takeaways, and sharing using the Baseline Monitoring Key Takeaways (BMKT) template, d) regular review and rationalization of firm provided MIS and collaboration with DST colleagues to ensure key documents are reviewed and findings understood and shared, e) Organizing and overseeing DST quarterly reports and dashboard, and f) supporting DST efforts, including exams, in-depth reviews, and remediation. The DST MAP Lead serves as the DST's liaison to MAP and will join in regular MAP events and work with the MAP Program Leadership Group (PLG) and the DST to ensure execution of risk identification and exploration activities, and sharing of insights on a cross-DST basis. Key elements of the role: - As a member of DST leadership, the MAP Lead will help direct team efforts to achieve effective supervision, and built a positive, supportive environment. - Develop and communicate a clear vision for firm-specific monitoring activities including a planned set of regular meetings, review of MIS, and other activities that promote an understanding of risk at the firm. - Understand and ensure an awareness by DST members of cross-firm work by MAP, Governance & Controls, Capital, and others that involve analytics, analysis, and risk monitoring relevant to the supervised firm. - Ensure an internal culture that supports the supervisory mission, promotes synergy and collaboration, and encourages diversity of thought within the DST and with other teams in LISCC and Supervision. - Establish productive relationships with supervised firm that allow the DST to discuss, investigate, and understand the firm in areas relevant to Supervision. - Contribute to cross-firm perspectives in collaboration with the Monitoring and Analysis Program (MAP). - Lead and/or actively participate in MAP core team activities. - Organize and oversee operational and administrative requirements for monitoring related activities. Preferred Qualifications - Leadership: Proven ability to effectively collaborate with other team and program leads and help shape a supervisory agenda. - Technical skills: - Technical knowledge in wholesale credit, asset management, investment banking, etc. highly desirable. Knowledge and experience can vary, depending upon front office, middle (risk), and back office. - Ability to facilitate discussions of risk and promote identification of new, changing, underappreciated and misunderstood risks. - Familiar with a range of risks including financial, operational, compliance, and technology. - Proficient in the use of technology and other tools used in analysis, analytics, and visualizations. - Regulatory knowledge: Familiarity with the LISCC Program, MAP, and SR12-17 and other relevant supervisory standards pertaining to risk management at large financial institutions. Familiarity with supervisory expectations for risk management in one or more of operational risk, technology, credit risk, counterparty credit risk, market risk, or financial planning and analysis. - Other skills: - Analytical skills: Strong critical thinking skills and clear, independent thinking. Agility and intellectual capacity to quickly assimilate new information as well as keep track of rapidly changing issues - Communication: Superior written and oral communication skills and the ability to synthesize complex ideas and explain and present them clearly. He / She must be able to influence and persuade at the senior most levels inside the Federal Reserve and at the supervised firm. Ability to facilitate group discussions is a positive. - Creativity: Ability to identify new risks and think about risks from a range of perspective. - Organizational: Strong organizational and program management skills, and the ability to oversee the day-to-day operations of monitoring activities. Able to synthesize large amounts of information. - Collaboration: Strong coordination/collaboration skills and the ability to build effective working relationships within the DST, across Supervision and other internal/external stakeholders. Promote diversity of thought amongst team members to foster effective outcomes. - Years of experience: 10+ years of supervisory and/or industry experience, including 3 to 5 years of recent and relevant experience. - Educational certifications: Bachelor's or Master's degree in a related field, such as finance, economics, or a quantitative discipline. CFA, CPA, FRM and EIC Commissioning designations preferred This position requires access to confidential supervisory information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law.
